That would be United Utilities (I think formerly known as
Northwest Water). Ann Dunbar is the contact, phone her on:

It's (According to freshwaterdiver.com) 47 quid for a permit to
dive there for the day, and they have a site limit of (I think)
twenty divers per day. Last year it was only twenty something
quid so I'm not sure what caused the price hike.

It's a good dive, the humpback bridge being of particular note,
and has lots of good information on:
