The only two reservoirs that I know of with flooded villages are
Rutland Water and Haweswater.
Rutland water contains the village of Hambleton. You can dive
in Rutland water, but need permission from Anglian Water.
The Viz in Rutland is variable - unless it has been calm for a
few days, I think you'll be lucky to get a couple of metres.
I've been there a few times (but never dived it).
Haweswater in the lake district is famous for flooding the
village of Mardale. This is the well-known flooded village.
Not sure who (if anyone) you need to ask for permission to dive
here.
